Tianjin Dongjiang Bonded Port Area I passed the approval of the State Council and was qualified for close operation. It features six “mosts” nationwide: largest area, best condition, most preferential policy, highest efficiency, most convenient customs clearance and most loose environment.

It realized a close operation for 4km2 in the past 20 months and experienced difficult engineering, high technological requirement, short construction period and tough operational condition.

According to the Reply of Setting Tianjin Dongjiang Bonded Port Area from the State Council, Tianjin Dongjiang Bonded Port Area can test some reform and opening up measures in terms of mechanism and system, actively probe into management innovation in special areas supervised by customs and promote integration and policy superposition in these areas according to requirements of building national comprehensive supporting reform experimental areas. Therefore, Tianjin Dongjiang Bonded Port Area has six “mosts” nationwide.

Firstly, Tianjin Dongjiang Bonded Port Area covers the largest area. It covers an area of 10km2. Besides, it is equipped with service areas, passenger liner dock, bathing place, hotel and offices buildings.Secondly, it has the best condition. Compared with traditional special areas supervised by customs, it adds a port operational function and realizes authentic port-area integration.

Thirdly, it carries out the most preferential policies. It integrates functions of port processing, free trade area, export processing area and bonded logistic park. It is a special area supervised by customs enjoying national preferential policies of economic and trade, revenue, supervision and foreign exchange. At the same time, it can enjoy all financial, land, fiscal and revenue policies that China made for Binhai New Area.

Fourthly, it meets the highest efficiency. Its administrative institutions handle affairs effectively.Fifthly, it offers the most convenient customs clearance. It will realize online customs clearance and decrease unnecessary procedures to the largest extent.

Sixthly, it has the loosest circumstance. It will establish a credit system for legal and credible enterprises.

In addition, the Administrative Regulation on Dongjiang Bonded Port Area has five innovations, that are more unified and effective administration; more harmonious port supervision; looser customs supervision; flexible inspection and quarantine and the establishment of a credit supervision system.

By 2010, Dongjiang Bonded Port Area will become a core economic functional area of northern international shipping center and logistic center, an early experimental area for comprehensive supporting reform and a key symbol area for the reform and opening up of Binhai New Area.
