Earnestly implementing the spirits of the 9th CPC Representative Congress and the Mobilization Meeting of Further Pushing For the Development and Opening-up of Binhai New Area and based on the reasonable development and utilization of water resources and energy, Binhai energetically develops cyclic economy and takes the new road of sustainable development characterized by building a resource-saving and environmental friendly society. Vigorous efforts have been made to build four ecological demonstration parks and continually improve four cyclic economic chains including auto, petrochemical, metallurgy as well as power and seawater desalination, so as to further build Binhai into a prosperous, harmonious and beautiful city that is suitable for living ecologically.

Presently, great efforts are being made to build four ecological industrial demonstration parks in Binhai New Area: Building the ecological industrial demonstration park in the development zone to create a highly effective new-type ecological industrial structure; Planning Dagang petrochemical demonstration park to properly handle industrial waste; Pushing for the construction of Hangu demonstration park for co-production of power, water and salt, and building super-critical and high efficient coal-fired power units with low pollution as well as low-temperature and high efficient seawater desalination devices based on Beijiang Power Plant; Accelerating the construction of oil pipe and high quality steel cyclic demonstration park in the lower reach of Haihe River, so as to substantially reduce water resources and energy consumption by promoting industrial integration and systematic optimization.

In order to enhance the industrial chain, new enterprises are being introduced to make the industrial chain more perfect, thus leading the four cyclic economic chains to the road of “waste minimization”: (1) Regarding the cyclic economic industrial chain for auto and parts making, clean production shall be promoted and waste auto recycling shall be enhanced to form a cyclic chain for auto disassembly and auto waste recycling; (2) Regarding the petrochemical cyclic chain with petroleum refining as its source, resource utilization efficiency and pollutant control shall be improved to the international level; (3) Regarding the cyclic economic chain with high quality steel and seamless steel pipes as its leading industries, no waste discharge shall be realized with great efforts; (4) Regarding the cyclic economic chain based on Beijiang Power Plant, power generation shall be combined with seawater desalination, sea water extraction for making salt, land consolidation and waste recycling.
